Guest Dwight C Posted October 5, 2018 Share Posted October 5, 2018 Alabama police chief arrested for disorderly conduct in condominium elevator Oct 2, 2018 On a Tuesday, Panama City Beach Police officers responded to the Aqua Condominiums after they were told Billy Driggers, 44, the Chief of Police for the City of Level Plains, Alabama was reportedly masturbating in an elevator. Officers were able to locate Driggers and determine he was not a registered guest at the condo. Later in the day security viewed video from the cameras in the elevator and reportedly saw Driggers with his hand down his shorts, masturbating in front of women and children while hiding his genitalia. The investigation later revealed Driggers also reportedly masturbated while walking behind teenage girls on the beach and also filmed or took photos of girls rinsing off in outside showers. Officers say they were not able to find an instance where Driggers fully exposed himself but found his actions to be obscene and sexually deviant in nature. Driggers was charged with four counts of disorderly conduct. He was arrested at his place of employment and was booked into the Dale County Jail to await extradition to Bay County.
