BAY COUNTY, Fla. - According to the Bay County Sheriff's Office, 26 year old Kayla Manning of Panama City was identified as of the one sources of the synthetic drugs that was introduced into the bay county jail.

Manning was a contract employee working in the commissary at the jail. She was terminated in January of 2018 for unrelated employee issues, and had been under suspicion of introduction of contraband during her time at the Bay County Jail.

Manning admitted to bringing in the drugs on at least nine occasions and was paid by the family members of 52 year old Gregory Robinson. Wire transaction records as well as phone records corroborated Manning's account and confirmed she was paid by Gregory Robinson's mother, Ola Robinson. Manning was charged with nine counts of Introduction of Contraband into a County Detention Facility.

Robinson is believed to have been one of two inmates organizing the introduction of the synthetic drugs into the jail.  Greg Robinson has been additionally charged with nine counts of Introduction of Contraband in a County Detention Facility and nine counts of Purchasing a Controlled Substance. His mother, Ola Robinson, age 71, of Jackson County, has been charged with with nine counts of Introduction of Contraband in a County Detention Facility and nine counts of Purchasing a Controlled Substance.

During the course of the investigation, Amanda Frey, age 35, of Panama City Beach, was identified as being involved with bringing drugs into the jail. After speaking with her, investigators have charged her with three counts introduction of contraband into a detention facility as well.
